1. Report from the Chairman of the Parish Council
1.1 Village of the Year
Last year’s bid for the
Village Of The Year Award, was organised by Cllrs Maria Maynard and Tony Swendell. The Chairman thanked the many organisations that contributed to the presentations when the judges visited Redbourn in June and the Care Group for the use of the Care Bus.
Although Redbourn did not win we were awarded two category prizes; best Village Project for the path from Woollams to The Jolly Gardener and the ICT award for Hertfordshire. The ICT award was due to the outstanding quality of the Village Website (www.redbourn.org.uk), its inclusiveness, and also the computer training available from St Lukes and elsewhere in the Village.
The Chairman and Bob Boutland, who manages the website, attended the presentation of the National awards where they received the Eastern Region ICT prize. The prize money was used to help finance the website.
We are entering the contest again this year, and of course hope to regain at least VOY West. Quite a few projects which were started last year have now moved on so we will be able to demonstrate much progress.
1.2 Redbourn Travel Plan Consultation
The Travel Plan Forum has been running for over a year, with meetings every two months. These culminated in a series of proposals, which were outlined in a leaflet delivered to all houses in the Village, followed by a two-day exhibition in the Village Hall in January. Villagers were invited to complete questionnaires giving their views on the proposals. These were analysed, and discussed at a subsequent Forum meeting. As a result, Hertfordshire Highways have produced a report recommending the following actions. These will not please everyone.
1.2.1 High Street
• Extend parking to 2 hours on the West side
• Put a single yellow line on the East side.
• Renew the road markings at the Fish Street junction
1.2.2 Hemel Hempstead Road
• Install a zebra crossing, near the Cricketers.
1.2.3 Lybury Lane
• Install raised cushions at each junction from North Common northwards.
Copies of the report were on display. The proposals still need approval by Hertfordshire County Council.
1.3 Parish Newsletter QS
The newsletter has continued on a quarterly basis throughout 2005, as part of our bid for Quality Status. The Chairman thanked the small army of deliverers for their assistance. The Parish Council intends to produce and distribute an Annual Report - though this might not be ready to go out with the Spring Issue.
1.4 Health Centre /Garden
The Health Centre opened in September, and is a great improvement on the former building. The public garden alongside is nearly finished but has not been handed over yet. Some lighting is awaited. We are pressing for this to be completed as soon as possible.
1.5 Bowling Green
October saw the official opening of the new All-weather
Redbourn Bowls Club at
Redbourn Recreation Centre, and it is now in regular use. A Bowls club has been set-up, with a healthy number of members. However, more members are always welcome and the Chairman invited those present to have a go and join the club.
1.6
Redbourn In Bloom /Anglia in Bloom
Last year, Redbourn in Bloom again entered the Village into the Anglia in Bloom competition, and we won a Silver award. The Chairman thanked all those who helped to make our Village attractive to the judges. The Chairman invited those present to assist Redbourn in Bloom by adopting a flower bed or planter. As part of Redbourn in Bloom, Shepherds Row residents recently cleared-up and re-fenced the area at the end of Shepherds Row, and new planters were installed in Downedge by the ACORN group and Redbourn in Bloom volunteers.
The village is entering Anglia in Bloom again this year, and the portfolio is well under way. To ensure that we do well the Chairman stressed the importance of keeping the village both tidy and beautiful.
1.7 Firework Display
As is now customary, in November (actually the 5th), the Firework Committee staged the very successful
Redbourn Firework Display. The Chairman thanked Cllr O’Donovan, and his team and the many sponsors, and those who turned out to act as stewards, or manage stalls - and to clear up on the Sunday.
1.8 Roads
After repeated lobbying of Herts Highways by the Parish Council, lower
High Street has been resurfaced. There are many other areas of the Village that require attention, and we will keep pressing for action.
1.9 Leavers and Joiners
This past year the Council and its staff have remained unchanged - only getting a little older. One change during the year though, was our Police
Community Support Officer, Lisa Garrity, who has taken up a position nearer her home. The Chairman wished her well in her new appointment. The Parish Council nominated Lisa for the Community Safety Officer of Year award - which she won. Lisa has been replaced by Alison Dewer and Christine Clayton remains our Ward Constable.
2 Report from the Chairman of Common Footpaths and Open Spaces
2.1 Proposed footpath
Last year a footpath was constructed on the Common to run parallel with Flamsteadbury Lane. This year we are planning to extend this to Chequer Lane. The path could either be on East Common or on the opposite side of the road nearer to The Moor. The footpath on the East Common side would cost an additional £2,000 because of the additional works that are required to level the area. Comments from the floor regarding which side the meeting would prefer will be taken at the end of the meeting.
2.2 Entrance to The Park
The Parish Council was somewhat surprised to learn that the section of road at the entrance to the Park has not been adopted and as such County is not responsible for maintaining the road. They have advised that the road should be divested of Common status before they are able to adopt the road. The procedures for doing this are being investigated.
2.3 Maintenance of the Common
The Common is now being cut more frequently to keep it tidy but to ensure that the harebells and other wild flowers are protected the two conservations areas are only cut twice a year.
2.4 Firework Display
The Firework display was very successful last year and we were able to donate £1,600 to sixteen local organisations and charities. Some monies were kept in reserve as a safety net for this year’s display which will be held on 4th November. The Chairman reported that over forty people are needed to help at the display and the firework working party would welcome anyone who wishes to help by either joining the committee or helping on the night.
2.5 Beating of the Bounds
Beating the Bounds is traditionally held on Rogation Sunday which this year is on 21st May starting at 8.45am at the Harpenden Lane roundabout. Everyone is welcome.

Cumberland House Garden
The Parish Council is taking over ownership of Cumberland House garden and we anticipate that it should be open within the next month or so subject to the developers completing the works and the legal formalities.
2.7 Friends of the Nicky Line
A “Friends of the Nicky Line” has been set up by Harpenden, Redbourn and Dacorum. An open meeting is being held on 18th May in Park Hall, Harpenden, when the Committee will be formally set up. The group will looking after the interests of
NickyLine and will welcome any suggestions for improvement.
3. Report from Chairman of the Planning Committee
Over the past year the Parish Council has considered planning applications in and around the village and continues to do its utmost to protect the Green Belt. Unfortunately, the District Council has not always supported our efforts and as a result we now have a residential development at Norrington End Farm, Redding Lane. It is ironic that, having been given permission to demolish “redundant” agricultural buildings and replace these with houses the District Council then granted permission for a new building for agricultural purposes. The Parish Council is of the opinion that this is totally contrary to green belt policy and the St Albans City & District Local Plan. This appears to be having a domino effect in that we now have applications being presented further down Redding Lane at the catteries and Scout Farm, Dunstable Road.
Over the past year the Planning Committee has looked at many applications for extensions, conservatories and conversions. The most important applications that were considered were the barn conversion at Old Dairy Farm barn, the development at the Saracens Head, Norrington End Farm and Scout Farm. The Committee supported the application for the barn at Old Dairy Farm, because in the main the exterior of the building will not change and we felt it was important that this building be preserved. However, it was extremely concerned at both the erosion of the green belt, and at the development which has taken place behind The Saracens Head. The Committee will continue to monitor applications for the Saracens Head as it is important that the character of this grade II listed building be retained and that the development should not exacerbate the parking in the High Street.
We shall continue to do our utmost to preserve the green belt around the village.
4. Report from the Chairman of the Parish Centre Development/Parish Centre Finance Committee
Following the approval from the village (through the Vital Village Plan) to redevelop the youth centre we have been working with two local architects to move this project forward and we are moving towards submitting plans for approval. A meeting is being organised with the head of planning at St Albans District Council to consider all aspects of the current proposal and we shall be considering the comments received from the immediate neighbours at a recent consultation evening. As the building is on Common land we have to seek permission from the Office of the Deputy Prime Minister. This will be done once planning permission is granted.
The building will be partially funded from the wayleave reserves and we have received a grant of £40,000 from the District Council.
5. Report from the Chairman of the Finance Committee
5.1 2006 / 07 Budget
Following a full review of the financial position of Redbourn Parish Council around 18 months ago we embarked on a process of reducing the annual deficit which had been running between £11,000 and £28,000 to zero over a three year period. These deficits were funded from the Wayleave surplus. The aim of this process was to create a more sustainable annual position which in any event would have been forced upon us when the Wayleave ‘buffer’ was spent (which will likely be the case if / when the Parish Centre is built – see below). There were also a number of items in the budget which were not in line with ‘market’ levels – the main one being the Clerk’s salary. This backdrop created a difficult budget round last year and again this year. We have had to try and reduce discretionary expenditure where we can whilst at the same time keep supporting Village organisations which is an important part of this Councils’ ethos (and recognised by the Village of the Year awards). Over this three year transitionary period it has meant that we have had to increase the Precept by more than inflation, which whilst sub-optimal is a direct result of moving towards this balanced position whilst remaining a supporter of Village organisations. As we reach this position over the next two years we anticipate that the rate of increase in the Precept will moderate towards inflationary levels (i.e. 3%). At the end of this period the financial position of the Council will be in a firmer and more sustainable position.

The headline Precept was increased by 11%. This falls to 9.1% on a per household basis due to a small increase in the number of household’s year on year. This increase finances (a) a reduction in the budgeted deficit, (b) a re-mark of the Clerk’s salary to ‘market’ levels, (c) higher insurance costs, (d) an increase in the contribution to the Care Group and the Redbourn Internet site and (e) some phased investment in new projects (village signs / path on common / new play equipment). The Commons budget and the grants to Village organisations remain largely flat year on year. The Precept per household at c. £44 represents good value for money given the range of responsibilities of the Council.
5.3 2005/06 Accounts
Attached is a copy of the 2004/05 Accounts with associated notes. The accounting / year end processes and the layout of the accounts have been updated over the last year. This should mean this set of accounts is easily navigated and more transparent when compared to previous years. I would like to thank Inger Cooper, the Council’s Internal Auditor and Diane Whiskin, the Clerk for the many hours that they invested in this process. We are currently finalising the Accounts for the year to March 2006.
[You will note that in the 2004/05 Accounts it shows a surplus which does not reconcile with the commentary above regarding annual deficits. The accounts include interest on the cash held in the Wayleave fund, which will be used to finance the Parish Centre. They also include items that are non recurring e.g. large Wayleave fees in the year to March 2004. The commentary above relating to deficits and the Council’s budgeting process is based on ‘normalised’ income / expenditure i.e. what is recurring (stripping out one off payments and the interest income which will cease after the Parish Centre has been built)]
5.4 Balance Sheet Position
At the end of end of March 2006 the Preliminary Accounts show that we had £475,000 of money on deposit, of which around £350,000 is money that has not been allocated or held for Village organisations or projects. This ‘free’ amount has increased by c. £15,000 over the course of the year – which is mainly the interest earned on these funds. As highlighted at last year’s Annual Parish Meeting we are in the course of a project to rebuild the Youth Club as a Parish Centre. The majority of this ‘free’ money will be used for this project. We are trying to limit the amount of our own money we use for this project by applying for various grants / awards. The largest grant we have received to date is £40,000 from the District Council.
6. Audited Accounts of the Parish Council 2005
The Audited Accounts and the External Auditors Report for 2004/5 were circulated to those present.
7. Redbourn Charities
A copy of the audited accounts for Redbourn Charities to 30th June 2005 was available for inspection.
8. Questions and Issues from the Floor
8.1 Redbourn Parish / Youth Centre
Residents of South Common raised the following points:
• Plans on display are totally unacceptable to everyone on South Common
• Concern was expressed about the position of the building and the height of the roof/spire
• Parish Council should rethink design if it does not want a “war of attrition”
• Residents should have been consulted at an earlier stage (The Chairman of the Parish Centre pointed out that the village was consulted about the proposals as part of the Vital Village Plan. The Chairman of the Parish Council said that until the sketch plans were drawn up there was nothing to consult on)
• Concern was expressed at the amount of use of the building
• Concern was expressed at the entrance from The Park (this entrance was the one recommended by Hertfordshire Highways
The Chairman of the Parish Centre Development Committee reported that the immediate neighbours were invited to view the proposals in the Youth Centre and that the Parish Council has taken the comments they expressed on board. A meeting is being arranged with the District Council planning officers to discuss the possibilities of accessing the site from The Park and of resiting the building. The Chairman said he would report the result of these discussions to the residents of South Common.
8.2 Footpath from Aubrey Lane
A resident from Aubrey Lane complained that despite repeated requests there is still no footpath from Aubrey Lane to the village. She expressed concern that tarmac footpaths are being laid on the Common for newcomers but she had lived in the village for many years and was unable to get a path from her road to the village. It was pointed out that the Parish Council owns the Common and is therefore able to construct a path whereas Hertfordshire County Council is the authority responsible for highways. It is therefore the Hertfordshire County Council (Hertfordshire Highways) who would be responsible for placing a footpath along the Hemel Hempstead Road. Members of the audience confirmed that this issue has been ongoing for a number of years and that County accepted the need for a footpath when the by pass was built. At one time discussions were held with the then Aubrey Park Hotel who seemed interested in part funding a footpath but this did not reach fruition. The resident from Aubrey Lane was invited to attend a meeting with Hertfordshire Highways on 2nd May at which this matter will be raised.
8.3
Lamb Lane
Concern was expressed at the poor condition of Lamb Lane. It was noted that Hertfordshire Highways appear to be very haphazard in the way in which they resurface roads and it would be more cost effective if all the roads in the village requiring resurfacing were completed at the same time. Councillors pointed out that County would say it has insufficient funds to do this. County contracts out is road maintenance, the contracts were very loosely worded and County does not appear to have any control over the contractor – hence the poor condition of the roads in Hertfordshire. County was considering borrowing £100,000,000 to bring the roads up to standard but this proposal was abandoned. The Parish Council holds regular meetings with Hertfordshire Highways and will continue to lobby for improvements.
8.4 M1 Widening
A resident from the High Street asked the Parish Council to ensure that a quiet surfacing is installed on the widened Ml. Councillors reported that they had been assured that this would be the case.
8.5 Licensing
A resident from the High Street urged the Parish Council to adopt a policy for dealing with the functioning of licensed premises to prevent any disruption from extended opening hours. He felt that landlords who operated public houses in residential areas should bear this fact in mind and should curb any nuisance to nearby residents. He expressed concern that no councillors attended the hearing for extended licensing hours at The Bell & Shears and said that because there was a large attendance of residents they had managed to reduce the hours on the licence application. Councillors pointed out that the Parish Council was not consulted over the new licensing applications and thereby did not object to the application for the Bell & Shears. Once it was made aware of these it responded to all the other applications in the village. A District Councillor reported that any nuisance which occurs as a result of the licensing laws should be reported to the Enforcement Officer who is duty bound to investigate this matter and take the necessary action. He said that most of the nuisance occurred from late night eating establishments and that when the kebab house in Harpenden had its hours reduced the crime reports reduced dramatically. In future Parish Councils should be consulted on changes of licence.
8.6 Bad language
A resident in the High Street urged the Parish Council to take steps to prevent the abusive language which is rife in the village.
8.7 Paths on the Common
The audience was asked for its opinion on which side of the road the path along the Common should be constructed. Seven members voted for the path to be placed on The Moor and one voted for the path to be on East Common.
8.8 Parking in the
High Street
Numerous complaints have been received about parking in the High Street (which causes congestion and makes it difficult for motorists to negotiate the High Street). Cars are parked for long periods on the side which has no restrictions. It was noted that there is ample parking in Dunstable Road, also there are 42 parking spaces in the new car park adjacent to the Health Centre. Ten spaces are reserved for the surgery but the remainder is open to the public. It is hoped that once the new public garden is opened people will start to use the car park.

6. Pattern of Meetings
Having been duly proposed and seconded it was RESOLVED that the pattern of meetings should be as follows:
Parish Council: third Thursday of the month at 7.30 pm
Common Footpaths and Open Spaces: first Thursday of the month at 7.30 pm
Planning Committee: Mondays as notified, commencing at 7.30 pm
The Council is in recess in August with the exception of the Planning Committee
Other Committees as and when notified.
The Full Council meeting in December is to be held on the second Thursday of the month.
7. ANY OTHER BUSINESSES
7.1 Vital Village Committee
The Clerk to arrange a meeting of the vital Village Committee.
7.2 Volunteers
It was noted that several people have expressed an interest in becoming involved in village life and consideration is to be given to ways of encouraging involvement bringing organisations and volunteers together. This could be in the form of an "Open Afternoon" to bring volunteers and local organisations together.
7.3 Common Footpaths And Open Spaces
It was suggested that in election years the Common Footpaths and Open Spaces meeting should be held on a different day. It was agreed that this should be decided by the Commons Committee.
7.4 Police Meeting
The Clerk to contact Sally Patient, Police Authority, County Hall to ascertain a date for the police meeting. The Police Authority should be asked to chair the meeting. The only free day 16th June.
The meeting closed at 8.30 pm.

9. Pattern of Meetings
To agree the following pattern of meetings:
Parish Council: third Thursday of the month at 7.30 pm
Common Footpaths and Open Spaces: first Thursday of the month at 7.30 pm
Planning Committee: every four weeks, as notified, commencing at 7.30 pm
The Council is in recess in August with the exception of the Planning Committee
Other Consultative Committees as and when notified.
The Full Council meeting in December is to be held on the second Thursday of the month.
10 To sign the Bank Mandate
Note: all councillors are signatories on the Council Bank Account. Cheques must be signed by two signatories.
11. St Albans 450 Charter Celebrations
To note the invitation to attend 450th Charter Celebrations on Monday, 12th May at 10.30am.
